Ministry of Transport – National Highway Network Operation Monitoring and Management Service Platform
Project Background
The Ministry of Transport’s National Highway Network Operation Monitoring and Management Service Platform is one of the key ministry-level projects identified in the “13th Five-Year Plan” for Transportation Informatization. It serves as a critical operational support platform for the National Integrated Transportation Information Platform, aiming to comprehensively advance nationwide networked video‑based highway monitoring, enable interconnection and data sharing at both the ministerial and provincial levels for highway video feeds, operational status, and incident information, foster cross‑regional and cross‑departmental collaborative management of the road network, and enhance the capacity for road network operation monitoring, assurance, and service delivery.
Customer requirements
1. Enhance the integration of the road network operation and management information platform.
2. Integrate various business systems and achieve data aggregation.
3. A road network operation and management platform operating on a two-tiered network connecting the Ministry of Construction and provincial levels.
4. Enhance cross-departmental information sharing, resource pooling, and operational synergy.
Solution
Construction is carried out based on existing data resources, established systems, systems under development, and systems undergoing upgrading and transformation, with the aim of integrating and consolidating current systems and resources. The overall architecture, as shown in the figure, comprises the operational perception layer, the infrastructure layer, the data resource layer, the application support layer, the application system layer, the service layer, the user layer, and three major assurance systems. By leveraging the Ministry’s unified exchange and sharing platform, all relevant resources are enabled to access, share, and exchange data.
