Chengdu Transportation Operation Coordination Center (TOCC) Project
Project Background
As of the end of 2020, Chengdu had 6.038 million registered motor vehicles, with urban residents making approximately 39.5 million trips per day. The average commuting distance has increased to 9.1 kilometers, and traffic congestion during morning and evening rush hours has become a daily occurrence. To address the “big-city malaise” in transportation, Chengdu’s TOCC leverages citywide, integrated transport data connectivity and resource sharing, while employing comprehensive, multi‑dimensional data mining and analysis across all times and spaces. It is committed to enhancing transport service capacity, building an intelligent and smart transportation governance system, and creating more tangible, participatory, and enjoyable travel experiences for citizens.
Customer requirements
After years of exploration and effort, Chengdu’s smart transportation and information systems have developed from nothing into a comprehensive, integrated setup. However, several operational pain points urgently need to be resolved, including low information‑sharing efficiency, an underdeveloped information‑sharing mechanism, limited data sources, and insufficient use of data.
Chengdu aims to leverage the TOCC as a core, top-level platform for its smart transportation system, thereby enhancing urban traffic monitoring, management, and service delivery, and strengthening the city’s capacity for coordinated transport operations.
Solution
Phase I of the TOCC was undertaken by Qianfang Technology, with construction centered on “one center and two platforms”: a data center equipped with 151 servers and 38 network devices, offering a storage capacity of 1,350 TB; a support platform comprising a 290-square-meter monitoring and command center and 24 dedicated network links; and an application platform that, leveraging Qianfang Technology’s future‑oriented, full‑domain transportation innovation system—spanning all business areas, full‑stack technologies, comprehensive data assets, and the entire lifecycle—has developed 69 traffic‑operation monitoring functions across 19 categories, six early‑warning and forecasting capabilities, two emergency‑response coordination pilots, and 35 auxiliary decision‑making indicator analyses in five distinct categories.
Customer Value
TOCC integrates technological innovation, application-driven innovation, and institutional innovation, enabling digital decision-making in traffic operations, precision management, and intelligent travel for the public.
At present, the TOCC project has been completed, achieving full integration of all existing transportation data in Chengdu. The platform covers 14 major categories, including aviation, road transport, passenger and freight transport, rail transit, public buses, taxis, ride-hailing services, and public security traffic management, with a cumulative total of over 160 billion structured data records, 99,000 video surveillance feeds, and an average daily addition of 280 million satellite positioning records and 3.32 million order records. In terms of the depth, breadth, and scale of its initial phase, the TOCC’s one-time data integration ranks far ahead of comparable platforms nationwide.
Through the implementation of this project, Chengdu Shuangliu Airport has seen a 90% year-on-year reduction in taxi complaint rates, while also helping drivers increase their daily earnings by more than RMB 50.
