Heilongjiang Province Smart Highway Management (Service) Platform
Project Background
The Heilongjiang Provincial Department of Transport, taking smart highways as its entry point, is focusing on addressing pressing issues such as “lack of visibility, disconnected networks, inability to coordinate, and failure to deliver services effectively,” and has organized the Provincial Communications Investment Group to launch the construction of the “Heilongjiang Smart Highway Control (Service) Platform” project.
Solution
• Leveraging next-generation information technologies such as the Internet of Things, cloud computing, big data, and artificial intelligence, it adopts an overall architecture of “1 center, 2 clouds, and 5 platforms.”
• 1 Center – Build an integrated smart highway command and dispatch center that combines “command, auditing, customer service, media, and settlement” into a single platform.
• Two Clouds—integrating multi-source data resources to build a transportation big-data platform that deeply fuses comprehensive highway‑network operational data, real-time multi‑source internet data, and cross‑industry collaborative data.
• Five Platforms – Centered on the comprehensive “management, maintenance, operation, revenue collection, and service” functions of expressways, these platforms comprise a road network control platform, an emergency coordination platform, a toll‑audit platform, an intelligent maintenance platform, and a public service platform.
Customer Value
• Over 20 business systems have been integrated and empowered, with horizontal data connectivity achieved across 17 business platforms.
• Achieve comprehensive road‑condition perception, intelligent traffic‑network management, coordinated emergency command, precise toll‑audit and enforcement, data‑driven maintenance decision‑making, and multi‑channel information dissemination.
• Significantly enhanced Heilongjiang’s intelligent traffic management and precision service capabilities on its expressways, establishing a smart cloud‑based control platform that enables province‑wide unified management of expressway operations.
• Selected as a demonstration project under the “Transportation Powerhouse” initiative and as a pilot demonstration project for big data industry development in Heilongjiang Province for 2021.
