Chongqing Key Operational Vehicle Networked Joint Control System (Phase II) Project
Project Background
In 2009, the Chongqing Municipal Road Transport Administration initiated the development of a networked and integrated control system for key operational vehicles. Since then, in response to an increasingly challenging road transport safety landscape and in alignment with the new regulatory requirements for safety oversight, it has become imperative to upgrade and enhance the functionality of the existing networked control platform. Meanwhile, although the platform has already amassed a substantial pool of foundational and operational data, significant gaps remain in data mining and analytical capabilities, and it has yet to achieve comprehensive openness and data sharing across the industry and with other relevant authorities.
Customer requirements
As road infrastructure continues to improve and the number of vehicles grows, the pressure on industry management and service provision is mounting. Transport safety—issues that directly affect the vital interests of the general public—have drawn close attention from regulatory authorities and society at large. In particular, “two passenger‑carriers and one hazardous‑goods vehicle” types, heavy freight trucks, and semi‑trailer tractors, with their large carrying capacities, high mobility, and wide geographic dispersion, pose significant challenges in terms of safety prevention and carry substantial risks in the event of accidents. Strengthening safety oversight in the road transport sector and accelerating the development of safe transportation have thus become both a strategic priority for current road traffic safety management and a key indicator of the government’s governance capacity. Consequently, enhancing the dynamic monitoring capabilities of commercial vehicles, effectively preventing and resolutely curbing the occurrence of serious and extremely serious accidents, and meeting the demands of economic and social development have emerged as pressing issues that urgently require resolution.
Solution
As the original software developer of the Chongqing Municipal Commercial Vehicle Safety Management System (Phase I) has exited the market, the source code and related materials are no longer available, making ongoing maintenance impossible. Consequently, the application system has effectively been rebuilt from the ground up. During this redevelopment, the new system primarily inherits the most relevant functionalities of the legacy system and, in response to current regulatory requirements, progressively enhances a range of fundamental, general‑purpose monitoring and surveillance features. On this basis, it further strengthens industry oversight and service capabilities, with particular emphasis on refining the safety supervision and performance‑evaluation framework. The evaluation results are shared with other business systems, enabling comprehensive oversight and assessment of enterprises, operators, and other stakeholders, thereby establishing a closed‑loop safety‑assessment mechanism that integrates safety inspections with transport‑administration operations. At the same time, the system’s capacity for integrated query and statistical analysis of platforms, vehicles, and other data, as well as its risk‑early‑warning analysis and decision‑making capabilities, have been further enhanced.
Customer Value
1. Standardize road transport practices to reduce the incidence of all types of accidents.
2. Enhance emergency response and rescue capabilities to minimize losses caused by accidents.
3. Enhance the enterprise’s transportation management capabilities and staff competence, thereby reducing operational costs and safety-related expenses.
4. Reduce the occurrence of safety incidents and mitigate environmental pollution caused by such incidents.
